ROSEVILLE SHOPPES LIMITED PARTNERSHIP <br />MIRADA CORPORATION (KID'S KINGDOM) <br />Special Use Permit Request <br />Description of Request <br />Roseville Shoppes Limited Partnership ( "Owner") respectfully requests on <br />behalf of Mirada Corporation ( "Applicant") that a special use permit be <br />issued to Applicant for the operation of a children's drop -in babysitting <br />center ("Kid's Kingdom") at Rosedale Square shopping Center. <br />Rosedale Square is located z a B-4 zoning district. Daycare centers are <br />classified as special use within such district. <br />Applicant's Statement Why This Request Should Be Approved <br />The concept of drop -in <br />babysitting centers has developed over the <br />lest five <br />years and has proven <br />well suited to <br />shopping center locations. <br />Retail <br />complexes provide an <br />opportunity to <br />parents to utilize readily <br />available <br />professional child care <br />for up to five <br />hours, days or evenings, <br />with no <br />appointments while performing shopping errands or making use <br />of other <br />service and entertainment opportunities <br />within the market place. <br />Kid's Kingdom drop -in babysitting services is an established, successful <br />operation in the Minneapolis -St. Paul area. Kid's Kingdom's other twin <br />cities locations include Maplewood East Plaza, Maplewood; Suburban <br />Square, Saint Paul; Coon Rapids Square; Coon Rapids and, in April of <br />next year, Eagan Town Centre, Eagan. <br />Kid's Kingdom babysitting centers provide a clean, high quality <br />environment for children from ages 21 to 12. Convenient and flexible <br />services are provided for shoppers, movie goers, parents entertaining <br />guests, parents employed part-time or parents with changing work <br />schedules. Children enjoy an environment that offers stories, crafts, <br />computers and supervised play. Every experienced member of Kid's <br />Kingdom staff is a daycare professional, licensed by the state. <br />The Department of Human Services is currently working through the <br />approval process to issue a license for a Group Daycare Center For <br />Children at the Rosedale Square project. Applicant expects the State of <br />Minnesota to issue the appropriate license in October, 1987. <br />(�nnr�iicinn <br />Owner and Applicant feel the special use permit should be granted because <br />Kid's Kingdom will provide an important and necessary service to the <br />Roseville community. A drop -in babysitting service is compatible and <br />beneficial to other retail and service tenants in the surrounding <br />marketplace. <br />
