Benshoof g � p SUBJ: Traffic and Parking Analysis for Roseville Fashion Mall INTRODUCTION AND PURPOSE This memorandum addresses the traffic and parking needs for the proposed Roseville Fashion Mall and the abiI ity of the roadway system to effectively accommodate the total post - development volumes. Specifically, the three purposes of this memorandum are: 1. Assess the ability of the roadway system to accommodate the post -development traffic. 2. Assess the acceEs and internal circulation needs for the development. 3. Assess the ability of the site plan to meet the parking needs. ABILITY OF ROADWAY SYSTEM TO ACCOMMODATE POST -DEVELOPMENT TRAFFIC A traffic count conducted by Ramsey County on June 7, 1983 on County Road B-2 west of T.H. 51 (east of proposed development) indicates that the existing volume at this location is 8,550 vehicles per day. Discussions with staff of Rosedale Shopping Center, City, and County indicated that the peak traffic at the intersection of County Road B-2 and the entrance to the site likely o curs on a Saturday afternoon. Weekday peak period volumes a this location, typically, are lower than Saturday conditi-,is. Therefore, the traffic fore- cast and analysis presented in this report are for Saturday afternoon peak conditions. To determine existing volumes during the Saturday afternoon peak period, a traffic count was made on Saturday, October 8, 1983, at the intersection of County Road B-2 and site entrance. The peak hour was found to be between 2:30 and 3:30 p.m.
