Benshoof g � p <br />SUBJ: Traffic and Parking Analysis for Roseville Fashion Mall <br />INTRODUCTION AND PURPOSE <br />This memorandum addresses the traffic and parking needs for <br />the proposed Roseville Fashion Mall and the abiI ity of the <br />roadway system to effectively accommodate the total post - <br />development volumes. Specifically, the three purposes of <br />this memorandum are: <br />1. Assess the ability of the roadway system to accommodate <br />the post -development traffic. <br />2. Assess the acceEs and internal circulation needs for the <br />development. <br />3. Assess the ability of the site plan to meet the parking <br />needs. <br />ABILITY OF ROADWAY SYSTEM TO ACCOMMODATE POST -DEVELOPMENT <br />TRAFFIC <br />A traffic count conducted by Ramsey County on June 7, 1983 on <br />County Road B-2 west of T.H. 51 (east of proposed development) <br />indicates that the existing volume at this location is 8,550 <br />vehicles per day. Discussions with staff of Rosedale <br />Shopping Center, City, and County indicated that the peak <br />traffic at the intersection of County Road B-2 and the <br />entrance to the site likely o curs on a Saturday afternoon. <br />Weekday peak period volumes a this location, typically, are <br />lower than Saturday conditi-,is. Therefore, the traffic fore- <br />cast and analysis presented in this report are for Saturday <br />afternoon peak conditions. To determine existing volumes <br />during the Saturday afternoon peak period, a traffic count <br />was made on Saturday, October 8, 1983, at the intersection of <br />County Road B-2 and site entrance. The peak hour was found <br />to be between 2:30 and 3:30 p.m. <br />
