Mr. Paul Pink <br />-2- <br />October 20, 1983 <br />Utilizing the proposed development statistics and typical <br />trip generation rates from other, similar developments, a <br />projection was made of the number of trips that the proposed <br />development would generate during the Saturday afternoon peak <br />hour (see Table 1). In allocating development trips to the <br />roadway system, it is expected that most trips will be <br />oriented to the east and west on County Road B-2, similar to <br />existing traffic patterns for the Rosedale Shopping Center. <br />In this context, the expected percentage of development traf- <br />fic by approach route and the resultant development traffic <br />volumes during a typical 2:30 to 3:30 p.m. period on a <br />Saturday afternoon are shown in Figure 1. <br />After adjusting the existing traffic volumes for intercepted <br />trips, the total post -development traffic volume was pro- <br />jected for the intersection of County Road B-2 and site <br />entrance. The respective approach volumes are shown in <br />Figure 2. To accommodate the significant projected right <br />turn volume from the east, the proposed site plan includes <br />provision of an exclusive right -turn lane on the east <br />approach of County Road B-2 for traffic turning into the <br />site. <br />Util.izing the volumes shown in Figure 2, a volume to capacity <br />analysis was performed to determine the future level of ser- <br />vice for this intersection. The analysis was based on the <br />existing intersection layout with the addition of a right - <br />turn lane on the east approach and with widening of the north <br />approach. <br />The capacity analysis indicated that the intersection would <br />operate at a level of service 'A', which is a condition of <br />generally smooth traffic flow, i.e., no vehicle has to wait <br />for more than one red light indication. <br />Due to insufficient data it is not possible to determine with <br />certainty whether a traffic signal is warranted at the inter- <br />section of County Road B-2 and the site entrance. However, <br />it is considered likely that a signal will be warranted <br />following completion of the development. It is suggested <br />that the City and County monitor traffic conditions at the <br />intersection after opening of the development and install a <br />traffic signal when warrants are met. <br />
