Ramsey County plans to upgrade the intersection of Cleveland <br />Avenue and County Road D in 1986-87. This upgrading will include <br />limited widening on the west and north lanes and traffic signal <br />control. The Traffic Analysis concludes that the upgrading will <br />enable the intersection to effectively accommodate the existing <br />volumes and and post -development volumes projected for the Centre <br />Pointe Development. <br />4. Provision of Drainage and Erosion Control Consistent With City and <br />Rice Creek Watershed District Standards. <br />The proposed Centre Pointe Development provides drainage and erosion <br />control measures consistent with City and Rice Creek Watershed <br />District standards. As shown on the grading and drainage plans <br />submitted in support of the Application, final grading plans respect, <br />to the maximum extent feasible, existing contours. Surface water run- <br />off from the Property is directed into two systems. The first is an <br />existing storm sewer system that runs along Cleveland Avenue and <br />through the northern portion of the Property and the second system is <br />the existing ponding area to the south of the Property on land <br />controlled by the Minnesota Department of Transportation. This <br />ponding area currently receives surface water runoff from the Garrett <br />Trucking use on the southern portion of the site. Internal storm <br />sewer will be provided throughout the Property to connect into these <br />two systems. The existing outlet into the MnDot pond to the south of <br />the Property will be expanded. <br />Consistent with City and watershed district requirements, the post - <br />development rate of runoff will be equal to or less than the pre - <br />development rate of runoff. This will be achieved by installation of <br />a series of. on -site ponds throughout the Property and parking lot <br />storage in loading areas. Subject to further analysis, some <br />restricted rate control may also be provided on the roofs of parking <br />structures. Ponds will be designed for the 100-year storm event. All <br />of the on -site ponds will be equipped with baffled weirs and/or <br />skimmer devices. A separate pond will be provided on the southern <br />portion of the property to filter storm water runoff from the Property <br />prior to discharge into a pipe for ultimate discharge into the <br />existing pond on MnDot property. Erosion control measures during <br />construction will include installation of sediment fence and/or filter <br />fabric and vegetation of disturbed areas as soon as practicable. <br />5. Utilities. <br />As shown on the utility plan submitted in support of the Application, <br />water will be looped through the internal public roadway for ultimate <br />connection back into Cleveland Avenue. Existing facilities have <br />adequate capacity to serve the proposed development. <br />
