Noise: <br />Additional;noise will be generated by vehicles making trips <br />to/from the site. <br />Predicted Levels: <br />CO levels (in ppm): <br />Background: 4.5 (eight hours) <br />This background level is based on monitoring, worst -case <br />adjustment, vehicle miles traveled (VMT) increases, and <br />future year reductions due to the Federal Motor Vehicle <br />Emission Control Program (FMVECP). <br />Highest eight -hour level after completion: 6.4 <br />Noise (in dBA): <br />Daytime: Higher than permitted by Minnesota state <br />standards. Monitored and predicted existing; <br />daytime noise levels for all the receptors are in <br />excess of the state standards. Predicted 1995 <br />noise levels will also be in excess of the state <br />standards, however, the increases from pre- to <br />post -development will range from 0.5 to 1.5 dBA. <br />Nighttime: Monitored and predicted existing nighttime noise <br />levels currently exceed the state standards. The <br />1995 predicted nighttime noise levels will exceed <br />the state standards at all the receptors, including the <br />proposed hotel. however, the noise increases from pre- to <br />post -development will be a negligible 0.2 dBA. To meet the <br />residential noise standard, the proposed hotel would be <br />built in such a way that the exterior to interior sound <br />level attenuation is at least 30 dBA. <br />C. BASIS FOR MODIFIED PERMIT CONDITIONS <br />Contents of Special Conditions: <br />This permit contains standard and unique Special Conditions. <br />Unique Special Conditions require: <br />To comply with the NAC-2 standards, the hotel must be <br />constructed with an exterior to interior attenuation of at <br />least 30 dBA, contain year-round indoor climate control, and <br />have no facilities for outdoor use, such as balconies. <br />-2- <br />
