Page 5
G. Archaeological and Historical Resources. It is not anticipated that
there are any historical archaeological or architectural resources of
special note currently existing on the project site.
H. Parks and Recreational Resources. There are no designated park or
recreation area existing in the project boundary. The project does
propose to provide a walking path around the perimeter of the site for
public use.
I. Other _Resources. The site does not contain any prime or unique farm
lands, scenic views and vistas, or other unique resources.
J. Community Services, Transportation and Ener . The existing roadway
system adjacent to the project site will in all cases see increases as a
result of the project. 1992 traffic level on County Road D will
increase approximately 2,800 vehicles per day to 15,900. Interstate 35-W
would increase by 2,500 vehicles per day to 79,400 per day. Cleveland
Avenue near County Road D would increase by MOO vehicles per day to
8,500, and in the vicinity of 35W off -ramp near County Road C, it would
increase by 2,300 per day to 10,100. All of these roadways either now
have or have previously had improvements programmed which would perform
satisfactorily in accordance with traffic design guidelines. There will,
however, be some alight increases in the delays for home owners on
Cleveland Avenue to in or onto Cleveland Avenue if they do not construct
turn-arounds for these four homes.
The proposal to convert the existing striping on Cleveland Avenue to one
of a throe -way facility would provide acceptable traffic service to the
area. A proposed traffic signal at the intersection of Cleveland Avenue
and County Road D would create gaps to aid in the flow of Cleveland
Avenue. This traffic signal would work at a level of service D. This
level of service, although not ideal, is within the normal design
standards for intersections.
In regard to normal utilities or sanitary sewer and watermains, the
project would abandon many of the facilities that already exist on the
site. The plan calls for the construction of new replacement facilities
which would primarily be located in the proposed internal roadway which
flows in at north -south direction through the site. The existing lift
:station near Brenner Avenue would require replacement or upgrading due -
to its small size and age. Various alternatives are available to
provide the necessary facilities to serve the site without impacting
other portions of the public system.,
III. Cuqulativa Potential Effects of Related or Anticipated Future Projects
The project is planned to be phased over a six year period. For purposes of
consideration of this decision, it was assumed that all of the work would,
indeed, ultimately be done and that it would be done on schedule. No unusual
or particular ramifications are known to exist as a result of the phasing
action as proposed.
