Page 6 <br />The project as proposed could conceivably lead to the encouragement of other <br />developments of a similar or supportive nature. At this time, however, none <br />are specifically envisioned or anticipated. <br />IV. Extent to Which the Environmental Effects are Subject to Mitigation By <br />On -going Public Regulatory Authority <br />It is anticipated that the project will require permits or approvals from <br />several governmental agencies on a number of aspects. These agencies have the <br />authority to mandate and regulate numerous items which would lead to the <br />mitigation or prevention of potential environmental affects. Some of the more <br />noticeable items are as follows: (a)• Minnesota Department of natural Resources <br />via their permitting system to protect the wildlife and wetlands in the storm <br />drainage pond located near the MnDOT off -ramp to I-35W near County Road C. <br />(b) The Minnesota Pollution Control Agency for sanitary sewer extensions to <br />insure ground water does not become polluted. (c) The Rioe Creek Watershed <br />District to protect the area's waters from potential degradation and to reduce <br />possibilities of flooding of adjacent properties. (d) The City of Roseville <br />to insure the integrity of the comprehensive plan for land use, approve the <br />sanitary sewer facilities, watermain facilities, storm drainage facilities, <br />internal roadway facilities, as well as enforce the city's noise and shoreland <br />ordinances. All of the above would be to protect the health, safety and <br />welfare of the citizenry. <br />V. Extent to Which Environmental Effects Can Be Anticipated and Controlled As <br />A Result of Other Environmental Studies or Previous EIS9 <br />No other studies or previous EISs are known to exist which would affect this <br />project consideration. <br />CONCLUSIONS <br />1. Although there will be an increase in the solid waste generated, this will <br />not be a substantial increase in the overall waste production for the area <br />or the community. <br />2. There are no hazardous wastes anticipated to be produced. <br />3. The site will be sensitive to erosion and require possible removal of peat, <br />but these aspects can be controlled by the proposed erosion protection <br />actions, and by proper removal and replacement of substandard materials <br />underneath load bearing construction locations. <br />4. The amount of drainage coming from the site will inoroase, but this will <br />not be substantial and modifications to the existing pond ing facilities <br />plus the inclusion of on -site ponding facilities will mitigate this <br />impact. <br />5. The activities will not cause a substantial adverse affect on the surface <br />or ground water quality. <br />6. The air quality will be affected for a short period due to the dust <br />generated from the construction, but this will be relatively minor. <br />
