August 8, 1988 <br />Dear Roseville City Council Member: <br />We strongly support the positions taken by the B-2 Dale Neighborhood <br />Association in regard to the proposed development by the Brutger <br />Companies Inc. If this project is constructed there will be' a number of <br />extremely negative consequences including: <br />- increased traffic and safety problems on B-2 and Dale, especially in <br />front of Central Park School <br />- prolonged response time for fire and other emergency services <br />- increased tax burden of operating costs of city services for this <br />development <br />- the Vietnamese Temple members will have a towering building a <br />short distance from their place of worship <br />- all forms of pollution (air, water, noise) will increase <br />This development clearly do.es not conform to the. -existing character <br />of the surrounding neighborhood. Lot sizes do not meet code. Three story <br />apartments will look like skyscrapers! Sale and rental prices needed to <br />support the ygry dubious use of tax increment f inancing are inf lated. The <br />liberal definition by the city officials for the use of tax increment <br />financing goes way beyond its original intent by the legislature for use in <br />"blighted" areas. <br />Who has decided that uncontrolled growth for Roseville is prudent? <br />Projections by the Metropolitan Council indicate a need for only 350 <br />multi -family units in Roseville between 1986-2000, not anywhere near <br />the number that have been proposed in the last several months. <br />You have been entrusted by the citizens of Roseville to make policy <br />and decisions that are in the best interests of our community. We strongly <br />urge you to responsibly plan any development of the Concordia site. <br />Insufficient time has been spent considering alternatives to the Brutger <br />proposal. The B-2 Dale Neighborhood Association has formulated a number <br />of alternative development plans that should be considered. <br />As P.T.A.
