t <br />r <br />REQUEST FOR COUNCIL ACTION DATE: 10-24-88 <br />ITEM NO.: <br />Department Approval: Manager Reviewed: Agenda Section: <br />Hearings <br />Item Description: Brutger Companies request for a comprehensive <br />plan change from school to high density <br />residential and low density residential, a <br />rezoning from R-1 to R-3A, special use permit <br />for a planned unit development, and a <br />preliminary plat at 2400 North Dale St. <br />The Roseville Planning Commission at its October 12, 1988 meeting, <br />on a 6-1 vote recommended denial of the proposed change n the <br />comprehensive plan from school to high density residential and low <br />density residential based on the following: <br />1. The proposal does not clearly address or resolve water <br />pressure and fire protection problems. <br />The traffic generated from the project will adversely affect <br />traffic conditions on adjacent roads. <br />3. The traffic volumes will affect the safety of children <br />walking to Central Park Elementary School.. <br />4. The project was subject to extensive neighborhood opposition. <br />5. The issue of the City purchase of the school and ten acres <br />for a Recreation Center should be separated completely from <br />the housing project. <br />6. The proposed density of development is inconsistent with the <br />surrounding neighborhood. <br />The Roseville Planning Commission recommended denial of the <br />requested rezoning from R-1 to R-3A based on the following: <br />1. The proposal does not clearly address or resolve water <br />pressure and fire protection problems. <br />2. The traffic generated from the project will adversely affect <br />traffic conditions on adjacent roads. <br />
