(2) <br />II. Benefits Gained from Purchasing Concordia Academ Pro ert <br />The following advantages would be derived from acquiring the Concordia Academy site: <br />A. Immediate Use - Assuming no unusual delays in the process, Parks and Reedeforoaddotion- <br />take over use of the building in September. This would greatly ease the <br />al activity space. <br />B. Building Design -.The layout of Concordia is very conducive to housing a recreation <br />center including entrances, exits and core centers. <br />C. Condition - The facility appears to be in excellent condition and structurally sound. <br />D. Ex andabilit - Again, the design and layout of the building lends itself to expansion <br />Kr t e additional space that had been included. in the original design. The An, thus demon - <br />already has an architectural layout including those areas of the Ice Are <br />plan, <br />strating their workability on this site. This would allow the City to draw up a work plan <br />to expand the -center over a period of time, working with the Patchwork Theatre, Gymnastics <br />Association and others. This would include a fundraising effort. <br />E. Additional Land - As a part of the project,'the City would gain an additional it Would <br />including buildingnot <br />7 acres of park land that would enhance the neighborhoo <br />d. <br />include a play area, tennis courts (These would replace courts near nature area if <br />Nature Center is constructed), relaxation area, paths and open space. <br />Like the Ice Arena site, this is a prime area with excellent access and <br />Li <br />F. Location - . <br />centrality of location for the majority of the population. <br />G. Financin - The major concern over. the Ice Arena proposal was the csWithand <br />aabarktyto <br />the <br />fund the pro project. The Concordia proposal would provide the neighborhoodP <br />entire community with a multi -purpose recreation center and the City with additional <br />housing at no additional taxpayer expense. <br />III. Issues That Would Need to be -Addressed <br />A. G mnasium Accessibility - A plan would need to be developed that would provide handi- <br />ca ed accessibility to the below ground gymnasium. Although few of our participants, <br />if <br />PP <br />any, are handicapped, we would still need to plan for this concern. There <br />or <br />shaft available as well as an outside stairway that could possibly be regraded to provide <br />an acceptable ramp. Main floor facilities are accessible. <br />B. Additional Facilities - As stated earlier, a major benefit for the <br />ordiahe facility <br />is its availability almost immediately for, at least, the pressing needs <br />aff still <br />is committed to adding the theatre, gymnastic and additional space. This could be done <br />over a period of time. <br />C. Refurbishing of Facility - Although the building is in good condition, there are <br />some items t at wou d nee to be upgraded.
