S <br />• <br />PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />3 August 1988 <br />1877 <br />Brutger Companies, Inc. <br />Southeast Corner of County <br />Road B-2 and Dale Street <br />(see sketch) <br />Amendment to Comprehensive <br />Plan, Rezoning from R-1 to <br />R-3A, Appru.31 of Planned <br />Unit Development, and <br />Preliminary Plat <br />1. The 28 acre site has been occupied by Concordia High School, a <br />Lutheran Oriented Parochial school occupying a structure of <br />approximately 40,000 square feet. The Concordia School people propose <br />to purchase the Capitol View School located at the southeast corner of <br />County Road B-2 and Rice Street. Thus, the Concordia School facilities <br />and land are available for sale and redevelopment. <br />2. The Brutger Companies, who have developed <br />other land in Roseville <br />(southeast corner of Victoria and Highway 36), <br />propose to purchase the <br />28 acre site and give the school structure <br />to the City of Roseville <br />along with approximately 10 acres of land. <br />This can be accomplished <br />by the City capturing the tax increment <br />created by the new <br />development which will be utilized to offset <br />the value of the building <br />and property proposed to be dedicated to the <br />City. Mr. Craig Waldron, <br />Community Development Director, will explain <br />the details of this process <br />at the Planning Commission hearing. The <br />City Council, Parks and <br />Recreation Commission, and Staff have viewed <br />the building and found it <br />to be conducive to the City's needs. The City Council has also been <br />oriented as to the financing techniques, basic <br />concept approach, and the <br />method of acquisition. <br />3. The proposal is to develop approximately 18 acres of the land with <br />three -types of housing form. Twenty-one single-family homes will be <br />built on the northeast portion of the site which is contiguous to the <br />side and rear yards of existing single-family homes to the east. These <br />homes are proposed to be developed on what is known in the industry <br />as "Z" lots, featuring a zero setback on one side and yard space on the <br />other. This is a new housing form that can be seen under construction <br />on Minnetonka Boulevard in the City of Minnetonka and Sherwood Road <br />in the City of Shorewood. These one level single-family homes are <br />designed for empty nesters and seniors, featuring individual identity with <br />a scaled down single-family environment and attached double garages, <br />
