The property in question is a 1.51 acre site occupied by the Polar Food <br />Company which has existed in Roseville for many years. In March of 1959 <br />when the entire City .7as rezoned, the Polar Food site was rezoned B-2, <br />having been zoned commercial under the old Ramsey County Ordinance prior <br />to that. The i:mainder of the site to the west and south was zoned R-1 at <br />that time. Over the years, a portion of the site was sold to Frank Rog <br />for the development of King's Inn and another portion to the south was sold <br />to the Knights of Colambus. In each case, these new developments were <br />zoned B-1. <br />This new configuration of land use left a 50 foot strip zoned R-1 <br />immediately south of the Polar Food Company's building and site (zoned B-2 <br />in 1959). <br />On the west side of the site in question, it appears from the original <br />Zoning Maps dram in 1959, that there is a ten foot strip on the west side <br />of the property which is zoned B-1. Thus, the proposal to zone from B-1 <br />and R-1 to B-2 has been made. <br />2. The development proposed is for a Fuddrucker's Restaurant, which is one of <br />three being constructed in the Metropolitan Area. The restaurant has <br />7,991 square feet with 271 seats. This would require 119 parking spaces <br />whereas 120 are provided. <br />Attached is a copy of the site plan, building plan, and elevations of the <br />proposed building. The building will be constructed of brick and sited <br />near the northeast corner of the site with two driveways off the service <br />road connecting to Snelling Avenue. The staff has reviewed the building <br />plans, site plans, and provisions for utilities and concluded that all are <br />done in accordance with controlling City codes. <br />3. The format of Fuddrucker's Restaurant includes the processing and grinding <br />of the meat on the site (to the left of the entrance) and the baking of <br />the bread products, as well. This occurs to the right of the entrance as <br />you enter the building. Customers go through an order line and pick up <br />
