The problem with this in terms of <br />traffic is that the analysis will show that the impact on the traffic <br />condition during peak hours will be greater with the land developed as <br />offices than it will be for a restaurant. If one is concerned about <br />access and egress to the neighborhood under the most difficult traffic <br />conditions, this is a very pertinent point. <br />4. The traffic consultants have suggested that the intersection could be <br />considerably improved by changing the alignment of the service road at <br />the entrance to Snelling Avenue so as to create a larger turning radius. <br />This proposal is indicated on Figure 6 of the consultant's traffic <br />report. The applicants have indicated to the staff that they propose to <br />dadicate the necessary right -of -gray to accomplish this geometric change, <br />and propose to pay for the reconstruction of the service road to <br />effectuate this improvement.. This may be accomplished by the applicants <br />petitioning the City to construction the improvement from the Snelling <br />Avenue intersection to Oakcre,st Avenue and heaving it assessed against <br />their properties. <br />�►. Some of the ne:i-,'%bors have: also indicated their concern about their <br />being a restaurant that serves liquor contiguous to than public park <br />north of the restaurant site. Some of those neighbors have filed a <br />petition with the City Council requesting that an ordinance «a adopted <br />restricting the location of liquor licenses relevant to parks, schools, <br />and churches. We! City Council, has rerforrod this question for advice to <br />the Planning, Coc=ission, thus adding this item to the 2 May agenda. The <br />staff is collecting additional information which will be presented at <br />tho Planning Coc=iasion meeting. We are also conducting a survey of <br />first ring suburba in the Twin Cities so that members of the Planning <br />Cocmission and Council will be aware of how similar policy <br />considerations have been handled in these communities. <br />6. In the event location controls are adopted by the City, relating to <br />liquor licensere, we suggest that that should not be Implemented by the <br />toning pattern, but rather by implementation of an amendment to the <br />liquor ordinance, Many churches are near or contiguous to commercial <br />roncs. Wo suggest that the location policy on liquor licenses should <br />not thwart an otherviser reasonable land use pattern. <br />7. Considering the physical development of the land, it would appear that <br />the proposed one story brick structure will be quite compatible with the <br />residential and the limited business users in the area. In teams of <br />arel,ie ctsral impact; it would appear that the construction of a typical <br />three story office building, could have a deleterious effect on the <br />contiguous environment. Though this distinction may not be major, it <br />would appear that a one story structure would be more compatible with <br />
