The Planning commission at its August meeting continued the hearing on Mr. <br />Hackworthy's proposal to the October meeting so as to allow time for the <br />applicant to adjust the development plan, and work with contiguous <br />neighbors to achieve a more acceptable solution. Attached for your <br />information is a copy of August's report which outlined some of the <br />concerns relating to the development. <br />The applicant since that time has hired new design help to address <br />concerns expressed by the Planning Commission, neighbors, and staff. <br />Attached are copies of the revised plan for the site and the structures <br />proposed. <br />2. You will notice that the driveway has been extended easterly so as reduce <br />the grade which was a matter of concern expressed by us and the <br />Commission. They have explored the possibility of placing the driveway <br />other than on the north side of the property, and have concluded that any <br />other placement would be more difficult in terms of grade and would cause <br />the removal of a number of mature, desirable trees. You will notices too <br />that the proposal now consists of two duplexes rather than three as <br />previously proposed. The design of the structures has been changed so <br />that the structure is two stories from the east side, with a partially <br />exposed basement level on the west side. Technically, it appears that the <br />site will now work well, and Provide four desirable living units <br />overlooking the lake and park. <br />3. Apparently, the principal remaining problem is the fact that the <br />contiguous single family home owner to the north desires that the <br />driveway not be located south of his home. You will note, however, that <br />the grades are such that the driveway will be substantially below the <br />grade of the contiguous property, and that the applicant proposes to <br />construct a six foot fence on this grade with landscaping on the north <br />side (towards the residence) so as to mitigate the impact of the use of <br />the driveway. <br />This impact, we feel, can be better understood if members of the Planning <br />Commission and Council are able to visit the site to consider the <br />importance of the retention of the tree growth and its relationship to the <br />
