Planning Commission Minutes January 4, 1984 -3- PLIRU NG FILE 1481 - The Housing Alliance request for amendment to the Comprehensive Plan at 500 County Road B. PRESENTATION Mr. Dahlgren indicated the applicant has proposed a six -story senior citizen housing development. An amendment to the Comprehensive Plan, designating the area for high density residential development, is needed for the proposed development. Arvid Ellness, a reprezentative of the Housing Alliance, explained the housing project. Mr. Ellness indicated the building must be placed in the southeast corner of the property because of bad soil on the rest of the property. He also indicated a minimum number of units is needed to keep the units affordable and to provide elderly care services through Lyngblomsten. DISCUSSION j Matson asked the applicant whether the proposed amount of parking would be adequate. Mr. Ellness indicated the parking was based on the experiences of comparable projects. I Matson indicated lie felt the six -story building would have too dramatic I an impact on the neighborhood. Moeller indicated the scale of the project on the 'parcel is causing the problem. The lack of buildable land on the parcel and the density proposed have forced the building to be too high. i Rukavina indicated the problem is a collision between economics and the ability of the land to support the development. j RECC:-NENDATION . Dressler moved and Matson seconded that the Planning Commission recommend denial of The Housing Alliance's request for amendment to the Comprehensive j Plan at 500 County Road B. Roll Call, Ayes: Berry, Dressler, Natson, IMoeller, and Rukavina. Nays: Johnson. PLAN;UNG FILE 1457 - Review of the 1984-1988 Capital Improvement Program. DISCUSSION Matson suggested that the Commission invite the City Manager to a future mutating to present a detailed eVplanation of the program.
