Mazanec, <br />On January 99 2.964, the Roseville City Council approved a change in <br />its comprehensive plan from park to high density residential <br />d Rice etreetsfor the <br />property south of County Road B <br />between Da <br />le <br />it <br />legal description is: <br />Unplatted lands subject to Co. Rd. B and ditch easement, the <br />east 700 feet of the west 19275.7 feet of the north 400 feet <br />of the northwest 4 of section 139 township 299 range 23- <br />Residents of the immediate neighborhood have reasonable objections <br />to the proposed change and to the proposed project which is a high- <br />rise of approximately six stories that will be sold by the developer <br />as senior citizen condominiums. Because of the drastic departure from <br />the comprehensive plan and the magnitude of the problems that a high- <br />rise presents to the neighborhood, the Roseville Planning Commission <br />at its January 4th meeting recommended denial of the change. <br />Following are the reasons for our objections: <br />1. deed for drastic changes in the comprehensive plan'? , <br />The citizens seriously question the need for this comprehensive plan <br />sites currently designated as high density <br />change. There are other <br />residential in the comprehensive plan that are undeveloped and available <br />in Roseville and surrounding communities. <br />2. Impact on the sewer system. <br />In the fall of 1983, extensive work was done on the sewer system on the <br />corner of County Road B and Dale because of the failure of the soil to <br />support the sewer pipe. Similar peat soil exists on the proposed site. <br />In addition, the elevation of the entire site is below road grade and <br />already has presented sewage system problems for the present owner. <br />3. Impact of surface water run-off. <br />Because of the extreme elevation variances of the area, there may be <br />adverse changes in volume and turbidity of surface water riuiuii ng into <br />I,icCerron's Lake. This is of special concern because in the last few <br />years the eutrophication of 111cCarron's Lake has proceeded at an alarming <br />rate. The city recently conducted a ;;20,U0 !rater quality study arhich <br />
