The developer insists that for economic reasons and for service delivery to seniors, the building footprint must remain small and be a multi- story building. The placement of a structure 40 to 70 feet high within 30 feet of single fainil;y homes negates any protection given tinder ;coning codes and the comprehensive plan. 5. In addition to affecting adjacent property owners, the proposed building would be a negative landmark to the .neighborhood. Citizens appearing at the Roseville Council meeting to question the need for the proposed changes and to state serious objections because of the impact on their homes were admonished by the mayor who said, "You: only have one way to protect the property next to you, and that is to own it."
