The sewer issues raised by the residents regarding the ability of soils <br />in the vicinity of this development to support sewer pipes is a local <br />issue concerning the Roseville trunk sewer system. The Council has no <br />jurisdiction over the local trunk system. <br />Because this development is in the vicinity of a metropolitan <br />interceptor, the Metropolitan Waste Control Commission has requested (see <br />Attachment 3) that Roseville provide it with copies of its grading and <br />landscaping plans for the site. <br />Parks <br />The proposed change in planned land use does not affect the regional <br />recreation open space system. It is, however, inconsistent with the <br />parks and recreation element of the Plan. Specifically, the Plan states <br />that: <br />"Villa Park should be expanded to include the lowland areas at the <br />northwest corner and north side of the park (site of the proposed <br />development)... The proposed acquisitions would add approximately <br />5.04 acres to the park and provide better access to park from County <br />Rd. B." <br />The concerng raised by the residents are local issues and should be <br />resolved by the City. Providing access (easement or fee) to Villa Park <br />from County Rd. B across the remaining vacant land on this site seems <br />reasonable and can be accomplished by the proposed park dedication of <br />2.75 acres. <br />5 tormwater Runoff <br />The site contains a substantial area of soils described as Rifle muck, a <br />solid which generally remains wet and has a very organic matter content. <br />There is ample opportunity to manage the increase in runoff there on the <br />site, if it is the alternative desired by the City. The City is under a <br />state mandate to work together with adjoining communities in the same <br />watershed to develop a surface water management plan. The City has also <br />just created a stormwater utility, the first in the state of Minnesota, <br />for the purpose of obtaining adequate funding for stormwater management. <br />Thus, the City has the tools necessary to address stormwater issues <br />raised by this development which are strictly local issues. <br />Nousi n <br />This amendment to facilitate the development of housing for the elderly <br />is consistent with regional housing policy that encourages diversity and <br />"life -cycle" options for the elderly. Any issues with regard to the <br />development's proximity to existing housing are a local concern that must <br />be dealt with through local ordinances. <br />IV. FINDINGS <br />The proposed change in land use provided by this amendment to the Plan <br />raises no significant regional issues. The issues with the development <br />raised by residents living in the vicinity of the proposed development <br />are local issues over which the Council has no jurisdiction. These <br />issues must be resolved at theme ocal level by the Roseville City Council. <br />
