AUTHORITY TO REVIEW <br />The Metropolitan Land Planning Act of 1976 requires that amendments to <br />local comprehensive plans be prepared, submitted to the Metropolitan <br />Council for review and adopted in the same manner as the original plans. <br />Minn. Stat. 473.864, subd. 2 (1978). Guidelines adopted pursuant to <br />Minn. Stat. 473.854 for reviewing proposed amendments provide a 90-day <br />review period for amendments potentially affecting one or more of the <br />metropolitan systems and a 60-day review period for amendments that do <br />not have a potential impact on metropolitan systems. Roseville submitted <br />its proposed amendment on January 23, 1984. On February 3, 1984, the <br />chairman determined that the amendment presented no potential impact on <br />metropolitan systems; therefore, the 60-day review period applies. The <br />60-day deadline for review of the amendment is March 23, 1984. <br />II. DESCRIPTION AND ISSUES <br />This Plan amendment proposes changing the punned land use of three or. <br />more acres of land from pant expansion to high density residential. The <br />change is needed to allow the construction of a 128-unit elderly housing <br />project on a portion of a site previously planned as an expansion of <br />Villa Park (Attachment 1). <br />Several residents of Roseville have contacted the Metropolitan Council <br />(see Attachment 2) raising issues such as the impact of the proposed <br />development on the sewer system and stormwater runoff. <br />III. ANALYSIS <br />Sewers <br />The proposed project represents an increase in potential sewer flow of <br />28,000 gallons per day. In its Plan, the City projected a 1990 flow of <br />4.67 mgd (million gallons per day), which is less than the Council's <br />projection in the policy plan of 4.76 mgd. An increase of ..6 percent in <br />projected sewer flow, which this development would generate, is not <br />regionally significant. <br />
