PART L <br />Development District Plan <br />A. Statement of Public Purpose <br />It is found that there is a need for new development in the City of Roseville, <br />Minnesota, to encourage development both within and without areas which <br />are already built up to provide employment opportunities to improve the <br />local tax base and to improve the general tax base of the state. <br />B. Statutory Authority <br />The City of Roseville proposes to designate a portion of the city( <br />see map 1, <br />page 3) as a municipal development district as authorized bMinn <br />esota <br />StatuteA Chapter 472A. According to Minnesota Sta_tutes, Section 472A.02, <br />eci is area abed v ion 11, a development district is a s <br />limits of a municipality which has been so designated within a d thecorporate <br />numbered by the governing body. <br />The City of Roseville also plans to utilize the development finance <br />provisions encompassed in Minnesota Statutes Section 273.71-78, the <br />Minnesota Tax Increment Financln`g Act, nZ c` nj nction with the designation <br />of the municipal development district. <br />C. Property D-S,(wription <br />The area District Is generally described es f6Uows: Proposed Municipal Development <br />The east 700 feet of the west 1,275.7 feet of the north 400 feet of <br />the Northwest quarter of Section 13, Township 29, Range 23, <br />according to the government survey thereof, subject to County Road <br />B and ditch easement.. <br />D. Rehabilitation <br />There are no existing structures In the municipal development district to be <br />rehabilitated, therefore no rehabilitation program is required. <br />S. Relocation <br />No persons are anticipated to be displaced as a result of the development. <br />However, In the event of any relocation of Individuals or businesses, the <br />City will comply with the Minnesota Uniform Relocation Act (M,U,R,A,), <br />Minnesota Statutes, Section 117.30-56. <br />
