PART L Development District Plan A. Statement of Public Purpose It is found that there is a need for new development in the City of Roseville, Minnesota, to encourage development both within and without areas which are already built up to provide employment opportunities to improve the local tax base and to improve the general tax base of the state. B. Statutory Authority The City of Roseville proposes to designate a portion of the city( see map 1, page 3) as a municipal development district as authorized bMinn esota StatuteA Chapter 472A. According to Minnesota Sta_tutes, Section 472A.02, eci is area abed v ion 11, a development district is a s limits of a municipality which has been so designated within a d thecorporate numbered by the governing body. The City of Roseville also plans to utilize the development finance provisions encompassed in Minnesota Statutes Section 273.71-78, the Minnesota Tax Increment Financln`g Act, nZ c` nj nction with the designation of the municipal development district. Property D-S,(wription The area District Is generally described es f6Uows: Proposed Municipal Development The east 700 feet of the west 1,275.7 feet of the north 400 feet of the Northwest quarter of Section 13, Township 29, Range 23, according to the government survey thereof, subject to County Road B and ditch easement.. D. Rehabilitation There are no existing structures In the municipal development district to be rehabilitated, therefore no rehabilitation program is required. S. Relocation No persons are anticipated to be displaced as a result of the development. However, In the event of any relocation of Individuals or businesses, the City will comply with the Minnesota Uniform Relocation Act (M,U,R,A,), Minnesota Statutes, Section 117.30-56.
