F. Development Program <br />The municipal development district is being created for the purpose of <br />assisting The Housing Alliance with the development of a 130 unit elderly <br />housing development. The City of Roseville is authorized to use eminent <br />domain, issue bonds and to acquire, construct, reconstruct, improve, alter, <br />extend, operate, maintain and promote development programs in each <br />municipal development district created. <br />In this municipal development district, the City will participate in the cost <br />of soil correction, drainage ditch relocation and construction of a public <br />walkway. <br />Tax increments will be utilized to assist in the financing of the site <br />preparation and other necessary public improvements. <br />1. Statement of Objectives <br />The City Council of the City of Roseville, Minnesota, determines <br />that it is necessary, desirable and In the public interest to establish, <br />designate, develop, and administer a development district in the City <br />of Roseville pursuant to the provisions of Minnesota statutes, <br />Chapter 472A. The City of Roseville determines that the funding of <br />the necessary activities and improvements in the development <br />district shall be, accomplished through tax increment financing in <br />accordance with Minnesota statutes, Sections 273.71-78. The City of <br />Roseville and the Roseville City Council seek to achieve the <br />following objectives through this development plant <br />a. Eliminate or correct physical deterrents to the development of <br />land. <br />b. Improve the financial base of the City and State. <br />C. Provide employment opportunities through the creation of new <br />jobs. <br />d. Provide adequate drainage, sidewalks, and other public <br />improvements to enhance the area for new development. <br />e. Achieve a high level of design and landscaping quality to <br />enhance the physical environment. <br />f„ Eliminate blighting Influences which Impede potential <br />development. <br />g. Coordinate elements of the City's Comprehensive Plan with <br />these project objectives. <br />h. Provide maximum opportunity, consistent with the needs of <br />the City, for development by private enterprise. <br />2 <br />
