The applicant has previously applied for amendment to the Comprehensive <br />Plan to indicate high density housing on the easterly 400 feet of their <br />property which was approved by the City Council in January 1984. This <br />proposal was si-bnitted to the Metropolitan Council as required, which <br />responded with a "Negative Declaration" which in effect determines that the <br />plan change is not of metropolitan significance. <br />2. A considerable amount of material was submitted with the plan amendment <br />application, and you may wish to review that material as background to e <br />current rezoning proposal. The development proposal itself has been <br />substantially amended and copies of the current proposal are attached to <br />this report. That portion of the structure on the east side has been <br />reduced from six floors plus the dormer space to three floors plus dormer <br />space. The southerly wing of the building has been reduced from six <br />floors to five floors, each with units occupying a portion of the gable <br />roof system, with dormers providing light and air. This is similar to the <br />development of rooms in a typical one and one-half story house, sometimes <br />referred to as "attic expansion". <br />3. Attached to this report is a revised statement from the Housing Alliance <br />describing the project in considerable detail, accompanied by reduced <br />drawings .f the structure and site plan. Also attached is a copy of a <br />summary sheet indicating the various numbers relating to density, setbacks, <br />parking, and living unit numbers, type and size. <br />4. We have encouraged the applicants to meet with representatives of the <br />neighborhood, and such a meeting has been requested by the neighborhood, <br />and will be held on Tuesday, 6 March, the night before the Planning <br />Commission meeting. The neighbors in their letter to the architect, <br />requested certain information. The architects indicate they were not able <br />to get all the information together for a meeting prior to that time. <br />Hopefully, at that meeting, some of the neighborhood's concerns can be <br />resolved. <br />
