ROSEVILLE PROPOSED REZONING <br />(REVISED) <br />F resented by <br />THE HOUSING ALLIANCE <br />The open site at 500 West County Road B in Roseville has been selected <br />by seven Roseville Lutheran Churches and Lyngblomsten as the site for a <br />proposed elderly housing development. <br />Lyngblomsten is a nonprofit health service and management organization <br />representing 25 Lutheran churches in the metro area. The Roeseville <br />Lutheran Church, on behalf of seven Roseville Lutheran churches and <br />Lyngblomsten, selected The housing Alliance, Inc. of Minneapolis to <br />represent them in developing the project. <br />The architect will be Arvid Elness Architects, Inc. who are very <br />experienced in the planning and design of similar facilities. The <br />selected contractor is McGough Construction of Roseville who has worked <br />with both the architect and Lyngblomsten in the past. Financing will be <br />arranged by Williams Financial Services who are a division of Williams <br />Steel and Hardware serving the area since 1860. The property is <br />currently in control by The Housing Alliance, but ultimately will become <br />the property of the Home Owners Association that will own and occupy the <br />facility. Lyngblomsten will remain with the facility after it is <br />complete as the management organization providing services and programs <br />to the residents. The sponsoring churches will assist in the planning <br />process and offer this alternative housing to their membership and <br />community as a whole. <br />The neighborhood adjacent to the site is composed of park land on the <br />south and west sides, multi family housing on the north side and single <br />family homes on the east side. Lyngblomsten and the churches informally <br />surveyed the neighborhood for general acceptance of the concept before <br />finalizing their selection of the site. <br />The Lyngblomsten organization Is similar In structure and services as <br />Ebenezer and Presbyterian Homes. Their objective is to offer the <br />Roseville community and Its member churches a program for Independent <br />living for the elderly. <br />This program is planned to include congregate dining, full time <br />security, emergency medical care, recreation and entertainment programs, <br />114ndcraft skills and hobbles and a variety of personal services. <br />All residential units (up to 130 as permitted by the applied for zoning <br />and the comprehensive plan), will be market rage, for sale condominium <br />units priced to accomodate the middle income Roseville home owner, at an <br />average of about $80,000 per unit. A monthly fee will be charged by <br />Lyngblomsten to cover care services and programs. No city financial <br />assistance Is anticipnted and nll units will be subject to Roseville tax <br />rolls at full value. <br />A <br />
