Drown, Assistant City Engineer <br />Re: Comments on Terry Huiras Preliminary Plat <br />Date: September 3, 1985 <br />I have reviewed the drawing recently submitted by Mr. Huiras for conformance <br />with the requirements of the Subdivision Ordinance for Preliminary Plats and <br />offer the following comments: <br />1. Document submitted is referred to as a "Preliminary Registered Land <br />Survey". Roseville ordinance clearly requires a plat in this case. <br />2. The southernmost house/lot should be included in this plat. The plat <br />should include all land forming the original Registered Land Survey <br />No. 234. <br />3. Preliminary plat drawings should show additions to public facilities. <br />Sewer and water are conceptually shown, but roadway and drainage are <br />omitted. <br />A major question here is whether the new lot labeled "A" will ultimately <br />serve one or two buildings. It is certainly large enough to form two lots. <br />If so, both public sewer and water mains must be extended to the future <br />lot line to serve the north of the lot. If not, only the sewer needs to <br />be extended. <br />In addition, the public road must be upgraded to city standards, <br />including concrete curbing and adequate turn around facilities. We would <br />suggest, given the limited right-of-way available here that a 24 foot wide <br />roadway be constructed with no parking on either side of the street. This <br />roadway should be extended north of the subdivision onto city property <br />where a standard 100 foot diameter eul de sac should be built. Catch <br />basins and outlet piping from this eul de sac will also be necessary. <br />The subdivider has the option of either constructing all of these public <br />facilities at his cost or to petition the City to construct them as an <br />assessment project. The former option requires a deposit of one and one- <br />half the estimated cost of improvements. <br />4. A" additional seven feet of right-of-�wijil <br />lon the northern part of the <br />suodivisi and thre o alo the southern part of the <br />subdivision shouldedicate Thiallow approximately 40 feet <br />Of rig�tt-ef- ki7--dast of the existing MnDot ehainlink fence and allow for <br />street construction and snow storage. <br />
