Drown, Assistant City Engineer
Re: Comments on Terry Huiras Preliminary Plat
Date: September 3, 1985
I have reviewed the drawing recently submitted by Mr. Huiras for conformance
with the requirements of the Subdivision Ordinance for Preliminary Plats and
offer the following comments:
1. Document submitted is referred to as a "Preliminary Registered Land
Survey". Roseville ordinance clearly requires a plat in this case.
2. The southernmost house/lot should be included in this plat. The plat
should include all land forming the original Registered Land Survey
No. 234•
3. Preliminary plat drawings should show additions to public facilities.
Sewer and water are conceptually shown, but roadway and drainage are
omitted.
A major question here is whether the new lot labeled "A" will ultimately
serve one or two buildings. It is certainly large enough to form two lots.
If so, both public sewer and water mains must be extended to the future
lot line to serve the north of the lot. If not, only the sewer needs to
be extended.
In addition, the public road must be upgraded to city standards,
including concrete curbing and adequate turn around faoilities. We would
suggest, given the limited right-of-way available here that a 24 foot wide
roadway be constructed with no parking on either side of the street. This
roadway should be extended north of the subdivision onto city property
where a standard 100 foot diameter oul de sac should be built. Catch
basins and outlet piping from this eul de sac will also be necessary.
The subdivider has the option of either constructing all of these public
facilities at his cost or to petition the City to construct them as an
assessment project. The former option requires a deposit of one and one-
half the estimated cost of improvements.
4. An additional seven feet of right-of-way along the northern part of the
subdivision and three feet of right-of-way along the southern part of the
subdivision should be dedicated. This will allow approximately 40 feet
of right-of-way east of the existing MnDot ohainlink fence and allow for
street construction and snow storage.
