PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />5 October 1988 <br />1904 <br />Gerald H. Kaufhold <br />Southwest Corner of <br />Road 6 and Lexington <br />(see sketch) <br />Amendment to Comprehensive <br />Plan, Rezoning From R-1 to <br />R-3A and B-3, and Approval <br />of Preliminary and Final Plat <br />1. Subsequent to the City Council's review and denial of Mr. Kaufhold's <br />last development proposal for the Lexington School Site, a compromised <br />solution has evolved through the joint efforts of representatives from <br />the City, Roseville Area Schools, and Staff. Mr. Kaufhold has formally <br />submitted this solution to the City, and the Council has referred this <br />request to the Planning Commission for consideration and action. <br />2. The proposal features a method for the City to retain 3 acres of the <br />site for park purposes and substantially limits the business developments <br />as compared to previous plans. It is hoped that the solution will merit <br />positive consideration and hopefully avoid expensive and time consuming <br />litigation. Perhaps this will be a classic case In point, Liustrating that <br />a better solution can usually be worked out by parties working <br />cooperatively with one another. <br />3. The proposed solution includes the following ingredients: <br />a) The retention of <br />3 acres of park <br />land including a 40 <br />foot strip <br />along the west <br />side of the site <br />to provide direct <br />access to <br />County Road B. <br />One acre will <br />be dedicated by Mr. <br />Kaufhold, <br />one acre will be <br />provided by the <br />School District, and <br />onu acre <br />will be purchased <br />by the City. <br />b) 2.35 acres of the development will be reserved and zoned for <br />business development. The west line will be in line with the <br />existing business zone north of County Road B (northwest quadrant <br />of County Road B and Lexington Avenue). The south line will be <br />opposite the Calvary Baptist Church site. <br />c) The remainder of the land (east of the 40 foot park strip and <br />west of the business area) consisting of 2.8 acres will be reserved <br />and zoned for multi -family housing development. This ultimate <br />development will be handled as a Planned Unit Development, <br />
