This application was originally proposed for review by the Planning <br />Commission at its August meeting, but was requested to be postponed <br />to the September meeting to give additional time to the applicants and <br />their consultants so they could prepare more definitive details relating <br />to the proposed development plan. The applicants and their consultants <br />have met with City staff over a period of several months. The <br />applicants and their representatives have been energetic and cooperative <br />in seeking solutions to a large volume of problems that occurred in <br />converting one of the very early, larger truck terminal sites to a <br />modern shopping center. In this case, the City has promoted the <br />conversion of the site from truck terminal to shopping center use and <br />has secured the approval of a UDAG Grant through Ramsey County to <br />support such conversion. Mr. Craig Waldron, the City Economic <br />Development Director, has been instrumental in this effort and will <br />comment on the procedure and results at the Planning Commission <br />hearing. <br />2. The proposal is to redevelop a 17 acre site to <br />a 144,133 square foot <br />shopping center. The parking reqL ced would be <br />721 spaces, based upon <br />the minimum requirement of 5 spaces per 1,000 <br />gross square feet. The <br />parking provided equals 736 spaces. Ten foot wide parking spaces are <br />designed for approximately the southern half of <br />the parking area. The <br />northerly half is designed for the more common 9 foot wide parking <br />space. <br />3. The reason for the 10 foot spaces is that the <br />anchor tenant (reported <br />to be Byerly's) requires 10 foot spaces. Their <br />concern is that grocery <br />unloading (which may or may not be from <br />the trunk) is better <br />accommodated with the larger parking spaces. <br />There is a rumor that <br />the 10 foot spaces are provided for the many women drivers who <br />
