The proposed structure, as indicated in the applicant's development <br />description and drawings, will be of a brick shopping center on all sides. <br />It appears that the architecture for the center is unique and appropriate <br />to the site. It would appear that the development of a strong retail <br />center with a prominent "high end" food store as the anchor could <br />establish the easterly end of a mixed retail district that might <br />ultimately extend from Snelling Avenue to Cleveland Avenue (a distance <br />of one mile). We see this as a natural, economically viable, and <br />functional transi. ion from a predominately truci: terminal -oriented use to <br />a consumer -oriented function, representing a positive influence on the <br />overall development of the City. <br />9. In summary, this application is for the approval of a change in the land <br />use plan from Industrial to Business, a rezoning from I-1 to B-4, an <br />approval of the preliminary plat, and a special use permit for site plan <br />approval of the proposed development. The preliminary plat will divide <br />the original property into two parcels, connected by a 60 foot wide <br />public street, to be dedicated from the west end of the public street <br />acquired by the City north of Midway Ford, south to County Road C. <br />The approval of the Preliminary Plat should be made subject to <br />right-of-way adjustments as may be deemed necessary by staff due to <br />the review of the preferred alternative alignment and intersection, of <br />the existing frontage road and the proposed public street. <br />10. The special use permit for site plan approval could be conditioned upon <br />the appropriate revisions required by the possible alternative geometric <br />designs of the intersection of the two public streets north of County <br />Road C, engineering considerations, and final landscape details. The site <br />plan approval could be conditioned upon the development of the property <br />as indicated upon site planning, landscaping, drainage, and building plans, <br />as Illustrated on drawings dated as submitted. Each of the seven <br />drawings submitted have different dates, an easement can be recorded <br />by staff as the current drawings approved at a dated Planning <br />Commission or Council meeting. <br />11. The comments regarding the alternative alignments with the service <br />roads (existing and proposed) will be made at the Planning Commission <br />hearing. In the opinion of the staff, the alignment as proposed, which <br />anticipates the retention of the existing service road as constructed, will <br />work. If better geometric designs can be cooperatively evolved, this <br />will not materially impact upon the development of the center basically <br />as proposed. <br />
