II. INTRODUCTION <br />' Lincoln Companies and their professional design team have been work- <br />ing together to develop the second phase of Rosedale Square, Rosedale <br />Square North is located on a 4.48-acre site just to the north of the <br />existing center and would front onto Lincoln Drive and the proposed <br />Terrace Drive. This submittal constitutes the first formal step in the <br />process to implement this proposal. <br />of <br />It is the intention of The Lincoln Companies to guide the development <br />their property within the underlaying framework of the City's Comprehen- <br />sive Plan with the assistance of the City of Roseville. <br />This proposal requests the following approvals of the City of Roseville: <br />1. Rezoning of an approximate 9.68-acre parcel from Industrial to B-4, <br />(Retail Office Service District) of which this project site is a por- <br />tion (4.48 acres total). <br />2. Special Use Permit Approval. <br />-' 3. Preliminary Plat Review and Approval. <br />III. GENERAL DEVELOPMENT PLAN <br />A. SITE CONDITIONS <br />Located north of the existing Rosedale Square and west of Lincoln <br />Drive, the entire site is comprised of approximately 4.48 acres. <br />Topography across the site is relatively level with natural drainage <br />flowing north toward Oasis Pond. No substantial vegetation exists on <br />the site. <br />Previous soil borings in the area have indicated a surface profile <br />generally consisting of poorly graded sand to silty sand. Ground <br />water was encountered at varing depths and is typical of sand type <br />soils. No extra ordinary procedures are anticipated for the correc- <br />tion of either the soils or ground water conditions. <br />The western side of the total site has a 10'-0" easement for a county <br />ditch and the northwest corner has a drainage and utility easement <br />adjacent to Oasis Pond, both of which the proposed project respects, <br />6.
