District) for the following reason: This project follows the intent <br />of the City of Roseville Comprehensive Plan to develop this area into <br />a commercial district including retail operations and restaurants. <br />C. PROJECT DESCRIPTION <br />The site currently has immediate access from Lincoln Drive and would <br />have additional access from the proposed Terrace Drive. Terrace <br />Drive is also proposed to have direct access to Snelling Avenue. <br />This will occur in cooperation with the City and State. Addition- <br />ally, Terrace Drive is proposed to extend to the west of this project <br />and connect with the existing Terrace Drive. <br />Truck traffic to this site will occur off of Lincoln Drive to a ser- <br />vice court at the south of the proposed building. This service court <br />area will correspond to an existing service court with Rosedale <br />Square and would share a one-way drive system. <br />At this time, commercial development will be limited to the portion <br />of the total site south of Terrace Drive. <br />D. GRADING, DRAINAGE AND UTILITY <br />The proposed grading and drainage plan is designed to collect water <br />on the north and south sides of the building. All storm drainage <br />will be directed to detention ponds located on the northwest and <br />southwest corners of the building. The detention ponds are designed <br />to control the post -developed runoff to a rate that is less than or <br />equal to the pre -developed rate of runoff. <br />The watermain will connect to the existing watermain at the northwest <br />corner of Rosedale Square. From there, the watermain runs north to <br />Terrace Drive, then east to the existing watermain at the intersec- <br />tion of Lincoln and Terrace Drive. <br />The sanitary sewer service will be connected to an existing 42" line <br />by way of a sanitary manhole. <br />E. LANDSCAPE <br />The main objectives of the landscape design are to extend the char- <br />acter of the planting design of Rosedale Square to Rosedale Square <br />North, soften the views to parking and service areas and maintain <br />visibility to the shopping center. <br />Honeylocust with groundlayer massings of Spirea and Juniper define <br />the entries and will provide seasonal interest. The Spirea has a red <br />flower which blooms from June through July.
