Luzaich <br />Southwest Corner of Rice <br />Street and County Road B2 <br />Variance to Building and <br />Parking Setback <br />PLANNING CONSIDERATIONS: <br />1. This property is zoned B-3 and has been occupied by a one story <br />wooden frame building housing a combination rear hall and restaurant. <br />This building has existed since the Township era preceding the formation <br />of the Village in 1948. Attempts have been made to consider reuse of <br />the existing building, but you will note from. the attached drawing <br />showing "the existing conditions" that the structure is roughly ' in the <br />middle of the property, making it difficult to provide adequate parking <br />on the site. The structure is also substantially substandard and <br />dilapidated. <br />2. The current buyers of the land propose to construct a 3,200 square <br />foot, two story office building on the site to house a real estate <br />operation owned by the applicant. The site is extremely small and will <br />measure 110.44 feet of the frontage of County Road and 109 feet of <br />frontage on Rice Street. These dimensions will apply after 16-1/2 feet <br />of frontage is dedicated along Rice Street as required by City policy. <br />Dedication of the 16-1/2 feet, of course, makes the site even smaller <br />than it was and creates considerable hardship in attempting to utilize <br />the property in an efficient and reasonable manner. <br />3. The proposal presented is to build a two story office building in the <br />southwesterly corner of the site, adhereing to the required <br />10 -Foot <br />setback for the side yard along the south property line. This <br />side of <br />the property is contiguous to a medical clinic which was <br />built <br />approximately ten years ago. The location to that structure <br />and its <br />contiguous parking to the property in question is shown on the <br />"existing <br />conditions" drawing attached. The building is located within 6 <br />feet of <br />the westerly property line, contiguous to a residence owned <br />by John <br />Andert. Mr. Andert has provided a statement (a copy of <br />which is <br />attached) approving the variance. The letter, you will note, <br />indicates <br />his approval of a variance of 6 feet. Because this west <br />side is <br />theoretically the rear of the property, the normal setback is <br />20 feet. <br />The parking required for the structure at 5 spaces per 1000 square feet <br />equals 16 spaces. A total of 1.8 spaces are provided. <br />
