The property in question has 170.07 feet of frontage on <br />Garden Avenue and 199.97 feet of frontage on Lexington <br />Avenue. The property is zoned R-1 and is indicated on the <br />Comprehensive Plan as Low Density Residential (single <br />family). <br />The City has maintained a long-standing policy against <br />expansion of commercial development along Lexington Avenue. <br />This policy has been relatively successful, with a limited <br />amount of expansion being allowed, primarily uses permitted <br />in the B--11 Limited Business Zone. Such a zone has <br />frequently been used successfully as a transition between <br />other business zones and single family areas. <br />2. The applicants in this case have been informed of this <br />policy, but feel their proposed development will effectively <br />function as such a transition zone for the property in <br />question. They are probably right. <br />3. Attached is a letter from the applicant and copies of four <br />reduced drawings delineating the proposed development. The <br />structure will function as a headquarters for the northern <br />district of the Christian and Missionary Alliance Church (as <br />outlined in the letter). The applicants and their <br />consultants have designed a relatively small structure (84 <br />feet by 64 feet) with a distinctive residential character. <br />The structure can easil i accommodated on the site with <br />required parking in accoradnee with Ordinance requirements. <br />4. As suggested by the .staff, the applicants have visited with a <br />great many of the neighhorti occupying residential homes in <br />the immediate area. A considerable number of these residents <br />have signed a statement in support of the proposal. The fact <br />that the use is permitted in a Limited Business Zone, its low <br />
