NCSCO-RF (GP-001-MN) <br />HOW TO APPLY FOR AUTHORIZATION UNDER THIS GENERAL PERMIT: <br />To receive authorization under this general permit, the applicant must <br />submit a state application for work in protected waters or wetlands to the <br />Minnesota lepartment of Natural Resources (MDNR). The MDNR will forward a <br />copy of the state application to the St. Paul District, Corps of Engineers. <br />The Corps will determine whether the project is authorized under the <br />general permit or whether individual permitting procedures must be <br />followed. The Corps will notify the applicant of their decision. <br />ACTIVITIES PERMITTED BY THIS GENERAL PERMIT: <br />a. Bank Stabilization - A protective facing or layer(s) of stone, riprap, <br />wood, cast -in -place concrete, or sheet piling up to 1,000 feet in length. The <br />purpose of the project must be erosion protection, The project must be regu- <br />lated and approved under appropriate state laws and rules. <br />b. Docks, Piers and Wharfs - Structures extending channelward from the <br />shore, or extending along the shore and connected with the uplands along <br />their length. The structure must be used for the berthing or mooring of <br />recreational watercraft, or for loading or unloading cargo or passengers <br />onto or from the watercraft. The structure must be regulated and approved <br />under appropriate state laws and rules, including the Minnesota Pollution <br />Control Agency (MPCA) rules with regard to petroleum fuel handling <br />facilities. <br />c. Boat Ramps - A structure or fill constructed of gravel, natural rock, <br />concrete, or steel matting at the water's edge used to launch or retrieve <br />watercraft. The structure or fill must be regulated and approved under <br />appropriate state laws and rules. This general permit does not authorize <br />attendant fill for parking areas or access roads in wetlands or waters of <br />the United States. <br />d. Submerged Utility Line Crossings. of Navigable. Waters -of the United States - <br />A utility line is any pipe or pipeline for the transportation of any <br />gaseous, liquid, liquifiable, or slurry substance, for any purpose; and any <br />cable, line or wire for the transmission for any purpose of electrical <br />energy, telephone and telegraph messages, and radio and television <br />communication. For the project to qualify for this general permit, the <br />following special conditions must be met: <br />1. Utility lines placed across the channel of an authorized Federal <br />navigation project must be embedded at least 6 feet below the authorized <br />channel depth, or as determined by the Corps. <br />2. Dredged or fill material may be placed as backf ill or bedding so <br />long as there is no change in pre -construction bottom contours. Excess <br />fill material must be removed to an upland disposal area. <br />1A <br />
