Reiling: <br />RE: PERMIT APPLICATION #88-6026, CHANNEL EXCAVATION, RAMSEY COUNTY <br />LAKE OWASSO (62-56P) <br />-In reference to my meeting with you and Charles Honchell, City of <br />Roseville on August 24, 1987 the following is our position regarding <br />the proposed channel excavation. <br />The Department feels your proposal to excavate such a channel would <br />have an overall negative impact on the resources. Our concerns are: <br />1) The storm water runoff from adjacent upland areas would flow <br />directly into Lake Owasso via the channel without first passing <br />(filtering) through the existing vegetation. Nutrients would go <br />directly to the lake and contribute to the overall degradation of <br />the lake's water quality. <br />2) Existing vegetation which provides valuable habitat for wildlife <br />species would be disrupted and destroyed. <br />3) Channelization ultimately requires maintenance which would create <br />overall degradation of the ecosystem. <br />Therefore, a permit would not be issued for your proposal as is. <br />However, as we discussed, we feel there are several alternatives which <br />would have a minimum impact on the resources and for which a permit <br />could be issued. They are: <br />1) Construct one (1) or possibly two (2) permanent docks out through <br />the cattails and excavate a small- area near open water to <br />accommodate a multiple dock facility - one boat per riparian lot. <br />2) Excavate a small channel to Lot 10 which could be excavates? to <br />provide common dockage facility for all lot owners. <br />AN EQUAL OPPORTUNITY EMPLOYER <br />
