0 <br />PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />4 May 1988 <br />1840 <br />George Reiling <br />Southeasterly of Victoria, <br />Generally Opposite Orchard <br />Lane (see sketch) <br />Approval of Preliminary Plat <br />and Variance to Front Yard <br />Setback <br />1. Mr. Reiling has owned this property for many years and has made <br />previous inquiry to the DNR and the Corps of Engineers regarding the <br />development of the land. There were some disputes regarding which <br />elevations established various definitions of the shoreline. These <br />problems with the definition have now been resolved and agreed upon by <br />all parties involved and are as indicated on the attached preliminary <br />plat drawing. <br />2. The City Engineering Staff has visited the site several times with the <br />owner and representatives of the DNR. You will note a line drawn on <br />the preliminary plat indicating the contour of "elevation 886.6 as located <br />by the DNR". This is the line agreed upon by the DNR, the Grass <br />Lake Watershed Group, and the City Engineering Staff and is the line <br />from which the 75 foot building setback will be measured. It is the <br />line where the vegetation changes to aquatic vegetation and generally <br />described as a marsh land. <br />3. You will note that there are a series of eight lots proposed on the <br />lake shore plus two outlots. Two outlots are unbuildable according to <br />current regulations, one of which is that a structure cannot be built 75 <br />feet back from the "DNR line". <br />4. You will note that the <br />lots generally <br />range from 82 feet of <br />width <br />at <br />the building line to 91 <br />feet. The <br />distribution of this frontage <br />is <br />somewhat impaired by the fact that <br />the City already has a <br />drainage <br />easement for an existing <br />storm drainage located between Lots <br />5 and <br />6. <br />This utility thus limits <br />the extent <br />to which the lot lines <br />can <br />be <br />adjusted. <br />5. You will also note that there are three lots proposed to be platted on <br />the west side of Victoria Street. These lots are appropriately sized and <br />the appropriate dedication is provided for Orchard Lane and Victoria <br />Street. Twenty feet is required for Orchard Lane since that is the <br />street width standard that has been established for this street further <br />to the west. <br />
