Mr. George Reiling Request for Plat and Setback Variances <br />The Roseville citizens, signed below, express our concern about <br />granting Mr. Reiling': request for plat and setback variance to <br />develop the area on the east side of Victoria St. along Lake Owasso. <br />A major concern is that a portion of Mr. Reiling's property south of <br />the drainage ditch into Lake Owasso is not suitable for residential <br />development as it now stands. This area consists of a marshy low <br />land., a slope up to a designated high water line, and a narrow tract <br />of flat land to the street. At the Roseville Planning Commission <br />hearing on May 4, 1988, it was pointed out that the DNR and the Corp. <br />of Engineers have restrictions that apply to changing the natural <br />structure of this area,, Yet Mr. Reiling stood before the Commission <br />and commented that there would be homes on these sites someday. He <br />also alludec' to having some confusion about what the restrictions <br />actually are. It is known that Mr. Reiling has filled in other low <br />areas. We are concerned that this will happen again, possibly over a <br />period of years, to enable this area to be developed. <br />Other concerns expressed at the hearing include the size of the lots, <br />the lot lines extending into Lake Owasso, and the setback distance to <br />allow enough room for potential widening of Victoria and required <br />driveway turn around. <br />The neighborhood residents enjoy the open natural habitat and the <br />wildlife along the lake. There are few people who live in a well <br />developed suburb that can be proud of a neighborhood like this. We <br />want to preserve it! Any amount of development could ruin the <br />current aesthetic attraction and habitat for wildlife. <br />Mr. Reiling has a right to develop his property, but he should only <br />be allowed to develop where the natural structure of the land allows <br />for it without changes and without variances. A portion of his <br />property appears to meet all of the standing restrictions. We ask <br />that the plat be revised to divide the property into lots consistent <br />with the regulations and the neighborhood, and the remainder of the <br />property be considered for permanent preservation of a natural <br />habitat. It is hoped that this will be a compromise agreeable to the <br />Roseville City Council, Mr. Reiling and all Roseville residents <br />concerned. <br />
