The site in question is the First Minnesota Savings Bank which was <br />originally built as a branch of the Minnesota Savings and Loan <br />Association about 12 to 14 years ago. Behind that site (to the west) is <br />the old Kugler Museum site which was developed in the early 1960s by <br />William Kugler who housed an exotic and extensive collection of musical <br />instruments in a two story concrete block building. Mr. Kugler <br />ultimately gave the building and the collection to the Schubert Society <br />who in turn sold the property to a private party who ultimately sold it <br />to the First Minnesota Savings Bank people. <br />2. Since the days the property first became available, the staff at City <br />Hall had been encouraging the First Minnesota people to purchase the <br />property because of the known concern for adequate parking on the <br />First Minnesota site and they expressed desire to expand their drive -up <br />facilities. The good news is, of course, that the First Minnesota people <br />have purchased the site and have now proposed a very fine plan to <br />expand their parking capability and to build a new four lane drive-thru <br />facility. <br />3. Attached is a copy of the reduced site plan, landscape plan, and <br />plans which show the elevations of the structure labelled Al, A2, <br />and A3 and dated March 30, 1987 as prepared by Hickey, Thorstenson, <br />Grover, Ltd. Architects. <br />4. The plan of the existing property (site of the initial construction) <br />remains basically the same maintaining the existing driveways to and <br />from Lexington Avenue and the access drives connected to the shopping <br />center. The site plan features development of a canopy over the <br />drive-thru lane and a separate structure where the tellers face the <br />customer in the vehicles rather than being on one side or the other. <br />This is a new innovation in banking drive-thru facilities, and is being <br />widely used around the country today. <br />5. The entire proposal meets or exceeds all ordinance and development <br />regulations. <br />
