The Facility site is located within one of <br />only four areas designated within the state of <br />Minnesota by the Waste Management Board as a preferred <br />location for a hazardous waste processing facility. <br />All lands within the State were surveyed generally <br />incident to this procedure and numerous specific areas <br />were examined in depth. The selection of this area as <br />a preferred location indicates tnat the potential <br />impact on public health, safety, and welfare of this <br />Facility at this location will be significantly less <br />than all but a very few other areas within the State. <br />The Facility's potential impact on health and safety is <br />also limited by the fact that the City's fire <br />department is well equipped and has experienced staff <br />for handling industrial accidents, spills, and fires. <br />This capability follows from the location of numerous <br />major industrial uses within the City. <br />An Environmental Assessment Worksheet for the Facility <br />has been prepared and accepted by the Minnesota <br />Pollution Control Agency. Acceptance was based on the <br />adequacy of the EAW and the conclusion that the <br />Facility will not involve the potential for significant <br />environmental effects. <br />4.60 Compatibility With the City's Comprehensive Plan. <br />The area within which the site is located is designated <br />for industrial use in the City's Comprehensive Plan and <br />has also been zoned for industrial use. As a result, <br />the Facility is generally compatible with the City's <br />Comprehensive Plan. In the recent past, the City has <br />established planning and program elements designed to <br />redevelop land to the south of the Facility site, which <br />is north of I-35W for commercial/business use. The <br />site is located approximately 21000 feet from the <br />boundary of this redevelopment area and concern may be <br />expressed as to the potential impact of the Facility on <br />the redevelopment effort. The City intends to promote <br />this redevelopment area for office, industrial, and <br />associated commercial use. It is not likely that the <br />Facility in and of itself will impact any redevelopment <br />decision in the area. As previously noted, the <br />Facility site is surrounded by low, medium, and high <br />intensity industrial uses which use and store <br />substances similar to those which will be received at <br />the Facility. If potential industrial accidents were <br />to be a consideration in any redevelopment decision, <br />that factor would be an element regardless of the <br />21. <br />
