1 1 1 1 L 1� 1 1 11 1 1 1 1 11 1 1 1 A general assessment of the potential impact on the public health, safety, and welfare was performed in connection with the Minnesota Waste Management Board's hazardous waste processing facility site selection procedure. The Facility site is located within one of only four areas designated within the state of Minnesota by the Waste Management Board as a preferred location for a hazardous waste processing facility. All lands within the State were surveyed generally incident to this procedure and numerous specific areas were examined in depth. The selection of this area as a preferred location indicates tnat the potential impact on public health, safety, and welfare of this Facility at this location will be significantly less than all but a very few other areas within the State. The Facility's potential impact on health and safety is also limited by the fact that the City's fire department is well equipped and has experienced staff for handling industrial accidents, spills, and fires. This capability follows from the location of numerous major industrial uses within the City. An Environmental Assessment Worksheet for the Facility has been prepared and accepted by the Minnesota Pollution Control Agency. Acceptance was based on the adequacy of the EAW and the conclusion that the Facility will not involve the potential for significant environmental effects. 4.60 Compatibility With the City's Comprehensive Plan. The area within which the site is located is designated for industrial use in the City's Comprehensive Plan and has also been zoned for industrial use. As a result, the Facility is generally compatible with the City's Comprehensive Plan. In the recent past, the City has established planning and program elements designed to redevelop land to the south of the Facility site, which is north of I-35W for commercial/business use. The site is located approximately 21000 feet from the boundary of this redevelopment area and concern may be expressed as to the potential impact of the Facility on the redevelopment effort. The City intends to promote this redevelopment area for office, industrial, and associated commercial use. It is not likely that the Facility in and of itself will impact any redevelopment decision in the area. As previously noted, the Facility site is surrounded by low, medium, and high intensity industrial uses which use and store substances similar to those which will be received at the Facility. If potential industrial accidents were to be a consideration in any redevelopment decision, that factor would be an element regardless of the 21.
