Its contents will be <br />transferred to another tank, or a tank <br />truck on site. Any sludges and/or <br />sediments will be fully <br />removed, tested, <br />and either processed or disposed of, as <br />appropriate. The interior surfaces of the <br />tank will then be cleaned from the outside <br />with brushes, squeeges, <br />and then steam <br />cleaned, if required, to provide a clean <br />surface for inspection. <br />(3) Perge a._d Ventilate the Tank. Using a <br />flexible duct, direct fresh air to the tank <br />bottom and maintain flow <br />until twenty (20) <br />tank volumes <br />of air have passed through the <br />tank. No entry can be considered until <br />twenty percent (20%) oxygen is read on a <br />suitable <br />meter. <br />(4) Tank Entry Permit. A tank entry permit <br />must be prepared before entry for <br />inspection. A permit to enter shall be <br />approved by the technical director. The <br />tank may then be entered by personnel <br />wearing adequate protective clothing. The <br />self-contained or combination air supplied <br />' breathing appe itus, complete with an <br />escape -type air cylinder should be worn by <br />all employees entering the tanks. The <br />escape tank allows safe escape if the air <br />supply system is interrupted. <br />No tank inspection can be performed unless <br />two (2) trained observers are available <br />outside the tank. The observers must <br />satisfy the following requirements: (i) <br />wear the same protective clothing and <br />equipment specified for the inspector, (ii) <br />be <br />connected to the inspector by lifeline, <br />(iii) be able to communicate easily with <br />the inspector, and (iv) rA able to summon <br />additional help rapidly in the <br />event of an <br />emergency. <br />The internal tank inspection will start <br />with <br />a visual inspection of any internal <br />supports. The inspection <br />will then proceed <br />down the sides of the <br />tank to the bottom. <br />All seams and surfaces will be closely <br />checked for evidence of cracks, fissures, <br />32. <br />
