h <br />' <br />9.. Preparedness and Prevention Plan. <br />9.10 General. This Section describes the efforts, <br />procedure' mechanisms, <br />equipment, and structures used <br />or to be implemented to <br />prevent or minimize during material unloading/loadin hazards <br />storage, and treatment operations atathe lFacilitysfer, <br />g, tran <br />Special <br />procedures and equipment must be used at <br />regulated treatment and storage facilities <br />to prevent <br />hazards during unloading/loading <br />operations, prevent <br />run-off of spills and/or leaks of <br />waste to the <br />environment, prevent undue exposure of personnel to <br />hazardous materials, <br />prevent contamination of surface <br />or ground water supplies, and mitigate the effects <br />equipment failure <br />of <br />and power outages. <br />Bulk tank truck shipment unloading was described in <br />Section 2.50 Environmental <br />Safeguards. Specifically, <br />loading and unloading operations will <br />follows: take place as <br />' <br />(a) A <br />delivery truck will enter the facility and be <br />directed to the <br />staging area. <br />(b) The truck <br />will then be sampled <br />as accordance with the <br />ied. in <br />procedures specif <br />(c) If accepted, the truck will proceed to the <br />designated <br />unloading dock area. <br />(d) Before a discharge of waste into any given trnk <br />is made, the <br />operator must obtain authorization <br />from the operations <br />manager or laboratory <br />supervisor. Before <br />giving such authorization, <br />operating personnel will physically measure <br />the <br />available volume in the designated receiving tank <br />for the deposit to insure <br />' <br />that sufficient <br />capacity is available for the <br />rated ca aci the tank truck. Only after adequate capacity <br />additional yofor <br />e <br />receipts has been verified, will <br />authorization be <br />given for the transfer of the <br />material. <br />' (e) "No Smoking'- signs will be displayed at each <br />approach to the truck unloading area. <br />(f) Following actual unloading, <br />from the truck discharge any spills or leaks <br />g <br />up and the area washed downping will be cleaned <br />Trucks arriving with containers or drums of hazardous <br />wastes will be offloaded at the designated loading <br />dock. All container operations will be carried out <br />with extreme care so as to minimize the possibility of <br />1 36. <br />
