0 <br />CASE NUMBER: 1547-84 <br />APPLICANT: Metropolitan Recovery Corporation Page 2 <br />4. The ultimate intent is to locate this facility on an 8.0 acre site on the <br />south side of Rose Place, one parcel easterly of Walnut Street. The first <br />step, however, in such development is the amendment of the Zoning <br />Ordinance so as to allow for the processing of the facility as a special <br />use in the I-2 Industrial District. The application at this time before <br />the Planning Commission .and Council is one of amending the Ordinance to <br />include the following as a special use in the I-2 District: <br />(11) The collection, processing, treatment, and distribution of <br />industrial wastes consisting of metal compounds, solutions and <br />sludges, and organic and inorganic liquids. <br />The staff has had a series of meetings with representatives of the <br />applicant and others. The descriptive phrase to be added to this special <br />use, is our collective best judgment as to an appropriate but reasonably <br />brief description. If others have suggestions for improvement, they <br />certainly that would be helpful. We suggest that the City not attempt to <br />adopt a comprehensive ordinance controlling the processes itself inasmuch <br />as the Minnesota Pollution Control Agency will be licensing and <br />controlling the process strictly. <br />5. So as to familiarize the Planning Commission and Council, and the public <br />with their ultimate intent, the applicant6 have prepared a site plan for <br />their proposed location on Rose Place. The plan of which copies are <br />attached, indicates the general scope and nature of the operation as it <br />would apply on the site. Though this plan is not the subject of the first <br />decision (whether to amend the Ordinance), it is submitted as a <br />demonstration of intent. That plan and specifics of the operation can bo <br />addressed when the special use permit is processed at a subsequent <br />meeting. <br />The facility is planned for spring construction with site and building <br />design to occur over the winter months. An Environmental Assessment <br />Worksheet (EAW) is in the process of preparation and will be available <br />prior to consideration of a special use permit. <br />6. The City's Fire Marshall has reviewed this proposal in consultation with <br />company representatives. He indicates that he has no problem with the <br />facility and is not concerned with the fact that it is located on a <br />cul-de-sac (Rose Place). We have suggested to the applicants that a <br />statement in writing from the Sperry Company (located nearby to the <br />southwest) would be helpful in assuring the City that the facility will <br />not be deleterious to the interests of property owners in the area. <br />Representatives of MRC inform us that though Sperry does not desire to put <br />anything in writing, they are not concerned with the proposed location. <br />7. The City of Roseville has, and will hopefully continue to expand its high <br />concentration of "high tech" companies. The location of this facility in <br />Roseville could offer one inducement for other firms to locate in the <br />immediate area. We suggest that perhaps acceptance of this facility in <br />the community will demonstrate that the City of Roseville is a <br />responsible, mature community, well able to handle what appears to be <br />sometimes an emotional rather than a technical concern. <br />
