METROPOLITAN CENTRAL TREATMENT AND RECOVERY FACILITY <br />EXECUTIVE SUMMARY OF REZONING APPLICATION <br />February 22, 1985 <br />The Facility will process and tr^ t inorganic materials from <br />the printed circuit and electroplating industries that provide <br />support to high tech manufacturing businesses in the Twin <br />Cities. The Facility will also provide warehousing and <br />consolidated shipping for drummed organic material to be <br />shipped to out-of-state disposal and recovery facilities. <br />o Security of Premises and Building. <br />The Facility will be safe for the unknowing visitor and will <br />not be particularly attractive to anyone other than waste <br />generators and employees. Nevertheless, a number of security <br />measures will be utilized to prevent access by unauthorized <br />personnel. The Facility will be surrounded by a six-foot chain <br />link fence. An electronically controlled sliding entry gate <br />will restrict access to the Facility to authorized shipments. <br />The interior of the building and all exterior doors will be <br />protected by an electronic secua:-ity system which will prevent <br />unauthorized after-hours entry :into the building. The security <br />system will be monitored by a supervised circuit with alarms <br />connected to a staffed central station. <br />o Hours of Operation. <br />The Facility will operate from 7:00 a.m. to 6:00 p.m., five <br />days a -week. Employees will arrive at, 6:30 a.m. and will <br />depart by 6:30 p.m. <br />o Access and Eqress to Site. <br />There will be only one street access to the Facility from Rose <br />Place. Two routes will be used by trucks coming to and leaving <br />the Facility: County Road C will be used by trucks coming from <br />Highway.280 or from the west on Highway 36 and from the north <br />on 35W; Industrial Boulevard and Walnut Street will be used by <br />trucks coming from the south and west on 35W. <br />o Security Methods for Delivery and Pickup. <br />Use of the Facility will be limited to contract customers. All <br />material delivered to the Facility will be prescreened and <br />subject to contracts between waste generators and t <br />Operator. Contracts will require the he Facility <br />the development of complete chemical andphysical <br />of material, <br />characterizations, and specific volume delineation prior to <br />authorization to accept and process particular waste streams. <br />Trucks controlled by the Facility will pickup material and <br />deliver it to the Facility using the specified routes. All <br />shipped material will be accompanied by written manifests <br />
