0
which describe the content, volume, and generator of the
specific waste. All incoming materials will be screened,
sampled, and tested prior to acceptance at the Facility. Any
breach of contract by a customer will result in immediate
action by the Facility personnel to disclose the situation,
reject the material, and possibly cancel the customer contract.
o Air Emissions Control.
The Facility will not generate regulated air emissions. The
processing activities will involve the separation of water and
inorganic waste. In addition, specific air emission control
devices will be installed inside the Facility: an activated
carbon air filtration system will collect and purify any
organic vapors in the storage part of the Facility; and a
packed column, wet caustic scrubber will contain any accidental
generation of hydrogen cyanide during cyanide destruction
operations. --The --Facility -will.. emit exhausts from -the. -heating -
system and nitrogen and carbon dioxide gases incident to the
cyanide destruction process. These exhausts will be limited
and safe.
o Wastewater Treatment and Discharge.
The Facility will discharge a relatively large amount of water
to the sewer system. This discharge will not be dangerous and
can be accepted by the City -Metropolitan system. The discharge
must comply with Metropolitan Waste Control Commission
industrial waste discharge standards. An industrial waste
discharge permit will be obtained. Discharge waters will have
been neutralized, filtered through activated carbon and sand
filters, and metals will have been removed in compliance with
discharge limits established by the MWCC.
o Storm Drainage and Spillage Control Facilities.
The Facility site will be served by the City's storm water
collection system. on -site collection, retention, and
conveyance devices will be constructed to limit the potential
contact of precipitation with waste materials coming to or
accidentally spilled on site. Stormwater runoff contact with
potential spills or leaks will be prevented by construction
features, interior off-loading, and operational practices. If
storm water were to accidentally mix with waste materials, it
would be pumped to internal storage and tested prior to
alternative disposal. Spillage control within the building
will be accomplished by sumps, containment barriers, and
trenches. Materials will be pumped to appropriate waste
storage tanks if a spill with enough volume to require pumping
occurs. Small spills will be managed by the use of a bentonite
clay absorbent and the immediate clean-up and disposal of
spilled materials in appropriate containers. The interior of
the building will be constructed so that tank volumes of stored
material can be totally contained by the internal dike and berm
2.
