system. All truck unloading activity will be inside the
building.
o Public Water Use.
The Facility will use approximately 100,000 gallons of water
per day. This volume can be accommodated by existing capacity
of the City water system.
o Soil Contamination.
All surfaces on site on which wastes will move or be stored
will be paved and curbed to eliminate potential inadvertent
contact with soils. Delivery and shipment areas will be paved,
curbed, and protected with spill control equipment. The floor
of the Facility will be constructed within a positive
containment system for free liquids. Further, an up gradient
and down gradient ground water monitoring system will be
installed to monitor the groundwater quality beneath the site.
o Noise Impact.
The Facility will not generate noise aside from that incident
to the arrival of approximately 15 to 20 trucks a day. Noise
generated by truck traffic will not measurably increase noise
within the surrounding industrial area. Construction noise
will be short term in duration.
o Control of Unauthorized Delivery.
Waste contract, site security, and waste stream and shipment
control measures will prevent the delivery of unmanifested and
uncontracted materials. Federal, state, and county
requirements relating to hazardous waste generation,
identification,, and disposal will also prevent the shipment of
unauthorized wastes to the Facility. If uncontracted delivery
is attempted, the material will be rejected.
o Liability.
T
Potential liability from Facility operations will be covered by
bonding, insurance, and financial assurance mechanisms.
Liability coverage imposed by federal, state, and county
regulation will apply to the Facility. A performance bond in
the amount of $500,000 will be procured and maintained covering
Facility operations. General liability insurance with $5
Million limits will cover industrial accident risks, .and
environmental impairment liability insurance coverage will be
provided for long -tern:, nonsudden environmental incidents.
o Impact on CoiitiGaous Properties.
it is not anticipated that the Facility will adversely impact
the value or use of conticuous prop-rties. Direct impacts from
3.
