As you are all aware, the Metropolitan Recovery Corporation has proposed <br />the development of a waste recovery facility to serve approximately 27 <br />companies in need of a facility to process and recover residual hazardous <br />waste resulting primarily from metal treatment systems relating <br />principally to the manufacture of electronic equipment. <br />Through a series of hearings with the Planning Commission and Council, the <br />City has elected to establish a special zoning district (I-2a) within <br />which such a treatment facility is listed as a special use. Such an <br />ordinance has been adopted by the City, and the applicants are now <br />processing a proposal to rezone a proposed site to the I-2a Zoning <br />District and have applied for the special use permit as prescribed by the <br />Ordinance requirements. <br />They have also submitted a Preliminary Plat to divide the proposed site <br />into two lots. One lot will be used for the facility, and the remaining <br />lot will be used for a future development (not proposed to be rezoned to <br />the I-2a District). <br />2. Accompanying this report is an explanation of their proposal and reduced <br />copies of the drawings delineating the site, proposed structure, and <br />other elements of the development proposal. <br />All of you are generally familiar with the concept through previous <br />presentation by the applicants and their consultants preliminary to the <br />development of the Ord inanceamendment at hearings conducted for that <br />purpose. It would be appropriate and obviously helpful for each of you <br />to read the final version of the application as presented in the booklet <br />submitted, entitled Metropolitan Recovery Corporation, Application <br />Supplement for City of Roseville Rezoning, Special Use Permit, Special Use <br />Permit, and Subdivision. <br />Also attached for your consideration is a previously prepared report form <br />the City's Fire Marshall, Bruce Ryden, and a planning report dated 3 <br />October 1984 outlining the background to the development of the current <br />proposal. <br />
