PLANNING REPORT DATE: CASE NUMBER: APPLICANT: LOCATION: ACTION REQUESTED: PLANNING CONSIDERATIONS: 6 March 1985 1576-85 Metropolitan Recovery Corporation South of Rose Place, Easterly of Walnut Street Approval of Rezoning from I-2 to I-2a Approval of Special Use Permit for a Waste Treatment Facility Approval of Preliminary Plat 1. As you are all aware, the Metropolitan Recovery Corporation has proposed the development of a waste recovery facility to serve approximately 27 companies in need of a facility to process and recover residual hazardous waste resulting primarily from metal treatment systems relating principally to the manufacture of electronic equipment. Through a series of hearings with the Planning Commission and Council, the City has elected to establish a special zoning district (I-2a) within which such a treatment facility is listed as a special use. Such an ordinance has been adopted by the City, and the applicants are now processing a proposal to rezone a proposed site to the I-2a Zoning District and have applied for the special use permit as prescribed by the Ordinance requirements. They have also submitted a Preliminary Plat to divide the proposed site into two lots. One lot will be used for the facility, and the remaining lot will be used for a future development (not proposed to be rezoned to the I-2a District). 2. Accompanying this report is an explanation of their proposal and reduced copies of the drawings delineating the site, proposed structure, and other elements of the development proposal. All of you are generally familiar with the concept through previous presentation by the applicants and their consultants preliminary to the development of the Ord inanceamendment at hearings conducted for that purpose. It would be appropriate and obviously helpful for each of you to read the final version of the application as presented in the booklet submitted, entitled Metropolitan Recovery Corporation, Application Supplement for City of Roseville Rezoning, Special Use Permit, Special Use Permit, and Subdivision. Also attached for your consideration is a previously prepared report form the City's Fire Marshall, Bruce Ryden, and a planning report dated 3 October 1984 outlining the background to the development of the current proposal.
