J <br />5 <br />Ah <br />STATE OF MINNESOTA <br />WASTE MANAGEMENT BOARD <br />123 THORSON COMMUNITY CENTER <br />7323 58TH AVENUE NORTH <br />CRYSTAL, MINNESOTA 55428 <br />METRO AREA (612) 536-0816 <br />MN TOLL FREE, 1.800.652.9747 <br />August 26, 1985 <br />Mr. James Andre <br />City Manager <br />Roseville City Hall <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Dear Mr. Andre: <br />This letter is to inform you that on August 22, 1985 the Waste Management <br />Board granted clearance to 'the Metropolitan Recovery Corporation (MRC) and <br />CECOS International to submit an application for a facility permit to develop <br />and operate a haz;-dour waste treatment and recovery facility in the City <br />of Roseville. Clearance from the Board was required under Minn. Rules 9200.7100- <br />9200.7700 because the applicants are proposing to develop within one of the <br />areas on the Board's inventory of preferred areas. <br />The board's action means that the applicants may submit an application to <br />the PCA for a permit for a facility substantially similar to the facility <br />described in the clearance application. A copy of that clearance application <br />was sent to you previously. The Board's clearance will expire in 18 months <br />if the applicants have not formally requested a PCA permit within that time <br />period. <br />The Board's action is a preliminary screening of the applicants' technical <br />and financial competency to develop and operate the facility. The granting <br />of clearance by the Board does not imply any recommendation to the PCA on <br />the granting of a facility permit. That decision should of course be based <br />upon the merits of the facility permit application.
