STATE OF MINNESOTA <br />WASTE MANAGEMENT BOARD <br />RESOLUTION WMB-031-85 <br />WHEREAS, the Metropolitan Recovery Corporation and CECOS International <br />have submitted a clearance application which was accepted as a complete application <br />by the chairman on July 23, 1985; and <br />WHEREAS, the Board's clearance rules require the Board to grant clearance <br />unless it determines that the applicant does not have an adequate development <br />plan or lacks the technical competence to operate and maintain the facility <br />in a manner to assure protection of public health and welfare or has a history <br />of regulatory violations that indicate the facility would not be properly <br />operated; and <br />WHEREAS, the Board has determined, based on the application, that there <br />is no reason to believe thet the applicant lacks the competence to operate <br />the facility in such a way to assure the public's health and welfare and that <br />there is no reason apparent'in the application to preclude the applicants <br />from submitting a permit application to the Pollution Control Agency; <br />THEREFORE, Be it resolved that the WMB hereby grants clearance to the <br />Metropolitan Recovery Corporation and CECOS International together to submit <br />a facility permit application to the Pollution Control Agency for development <br />of a hazardous waste treatment facility to be located in the City of Roseville <br />as described in their clearance application. <br />Dated: August 12, 1985 <br />Robert G.
