1 <br />processed, treated, recovered, and transhipped for sale <br />' <br />and reuse. Unrecoverable waste will be transformed <br />into solids to be disposed in approved landfills. <br />Organic liquids and sludges will be stored until <br />shipment is arranged to appropriate treatment and <br />disposal facilities. <br />The Facility will be constructed on an undeveloped <br />industrially zoned (I-2a) four -acre site (Lot 1) in the <br />City at Walnut Street and Rose Place. Plans depicting <br />the area in which the Facility is located, the site and <br />Facility layout, the building layout, building cross <br />sections, the Landscape Plan and grading Plan are <br />included as Attachments one through eight, to this <br />application. <br />The Facility will consist of an approximately 50,000 <br />square foot building which will house equipment, <br />including separators, vats, and tanks to process the <br />wastes received from metal finishers. In addition, the <br />building will include a storage room for 55-gallon <br />drums, containing liquid organic materials and drummed <br />inorganic materials. Drummed organic liquid materials <br />will be combined to make complete drums and absorbent <br />materials will be added to some of the drummed <br />organic <br />materials to stabilize these wastes for transshipment <br />off the premises. <br />Specialized trucks controlled b the Facility <br />P y y operator <br />will be utilized to transport waste materials from <br />metal finishers and other generators to the Facility. <br />Trucks will come to the Facility along designated <br />routes as described in Section 2.30. All waste <br />materials coming to the Facility will be unloaded in <br />two loading areas located inside the building. <br />The Facility building will be constructed on a cement <br />pad and areas outside the building will be paved and <br />curbed. A specialized storm water drainage system will <br />be utilized to prevent the potential contact of spilled <br />materials with stormwater and unpaved ground surface on <br />the site. <br />The inorganic wastes received at the Facility will be <br />subject to various treatment processes designed to <br />extract or solidify met s and metal compounds within <br />the solutions, sludges dnd ion exchange canisters <br />shipped from the metal finishing plants. <br />Processes to be used at the Facility to remove metals <br />from the incoming waste material will include ion <br />exchange, activated carbon absorption, chromium <br />reduction, electro-chemical recovery, metal <br />precipitation, acid and base neutralization, and <br />1 3. <br />
