filtration and sludge thickening processes. Cyanide <br />destruction will be accomplished with a cyanide <br />oxidation process. After metal removal, wastewater <br />from these processes will be treated further by <br />clarification, neutralization, and multi -media or sand <br />filtration, and discharged to the sewer. Precipitated <br />metal hydroxides will be dewatered and processed for <br />recovery and resale if they have any economic value, or <br />' <br />they will be shipped to permanent landfill storage out- <br />of-state. <br />It is expected that 10% to 15% of the incoming metal <br />waste will be recovered for reuse. Nonhazardous waste, <br />primarily zinc, will constitute approximately 30%, by <br />dry metal weight, of the incoming processed metal <br />waste. Wastes which are not amenable to recovery will <br />be processed into inert solid residuals as neutralized <br />mixed metal, dewatered hydroxide sludges. Solid <br />detoxified (nonhazardous) inert substances generated <br />during processing will be disposed at sanitary <br />landfills in Minnesota. Mixed metal sludges and <br />organic materials will oe transported from the Facility <br />and disposed or subjected to additional processing at <br />approved out-of-state hazardous waste facilities. <br />2.20 Operations and Process. The Facility will be <br />p Y <br />operated by CECOS International, Inc., pursuant to an <br />operations agreement with the Metropolitan Recovery <br />Corporation. CECOS owns and operates eight hazardous <br />waste processing and disposal facilities in the United <br />States. <br />2.21 Hours of Operation. The Facility will operate on <br />shifts Monday through Friday from 7:00 a.m. to 6:00 <br />p.m. The Facility entrance gate will be opened at 6:30 <br />a.m. and close at 6:30 p.m. The Facility will operate <br />as a secure Facility with a separate door entrance for <br />normal administrative and business customers coming <br />from the parking lot. There will be no entry to the <br />process area without screened access through truck <br />delivery or through the administrative or laboratory <br />office area. <br />2.22 Waste Pickup. All incoming wastes will be <br />governed by contracts between waste generators and the <br />Facility operator with prearranged volumes and material <br />characteristics specified in these agreements. A <br />customer pickup and acceptance routing will be prepared <br />on a monthly basis based upon the volumes and <br />frequencies of pickup material being generated by <br />customers. Any example of customer bad practice in <br />labelling or containerizing materials will result in a <br />breach of the customer agreement with corrective action <br />being taken immediately.
