x Analysis of Costco Proposal
June 16, 1986
Page 6
(2) With the information available at the present, it is not possible to
conclude that the construction of Costco on the Indianhead site is the
best possible land use. It is possible to conclude, however, that Costco
is an acceptable land use at the subject location and is one which need
not impair the City's eventual conversion of the area to business uses.
(3) Roseville needs to address the area surrounding Costco in a comprehensive
manner. At the conclusion of the detailed land use study,, it is sug-
gested that the City act expeditiously to establish and/or modify
ordinances and plans to preserve identified office locations and to
control the location of additional commercial retail warehouse and other
commercial light industrial uses.
(4) The construction of the Costco facility would have a positive economic
impact on the City through the creation of jobs and the expansion of the
tax base. This impact would be greatly enhanced if Costco did provide
the impetus for future redevelopment. However, the potential for
economic gain must be balanced against the other factors described in
this report to evaluate if the proposal is in the best interests of the
City.
(5) The use of tax increment financing or any other form of public support
should be carefully considered in terms of need, feasibility, type of
local financing, and fiscal disparities.
We hope that the information contained in this report will be helpful in your
evaluation of the Costco proposal. Please call us with any questions about
our conclusions.
On behalf of the project team,
Rebecca D. Yanisch
